Sumter County looked exactly like this page until someone asked. Four agencies then said they had no records. They were wrong, and the documents they eventually produced showed three vendors, facial recognition software, and a plan for 78 cameras.
Every Florida agency must answer a public records request under Article I, Section 24 of the state constitution. There is no fee to ask, no form to fill in, and no requirement to explain why you want it.

The request that worked
This is the language that eventually forced four Sumter County agencies to produce documents after they had all said they had none. The full letter is ready to copy and address to Liberty County Sheriff's Office.
"We have no records" is the beginning, not the end.
Every Sumter agency said it first. Ask what they searched. Ask which department holds it if they do not. Ask the county if the sheriff says no. Photograph any camera you can see and send the photo back to them. That is what broke it open.
